Nocturne Confirmed Bugged

I'm a casual League of Legends (LoL) player.  And the most recent champ released was Nocturne.  A lot of controversy followed his release of him being overpowered.  He was designed as a perfect (IMO) assassin.

One of his spells, Unspeakable Horror, inflicts damage over 2 seconds, and if you stay within 600 units distance to the player over the course of those two seconds, you will fear that player as well.  This has been confirmed bugged:

It's bugged.
If you outleash it in the last quarter of a second, it will still fear you. If you outleash it earlier, you can break it.
Moral of the story: don't wait until the last second to teleport away.
